Ethics of looting

In view of the escalating chaos in post-apocalyptic New Orleans, the Associated Press moved a timely story asking, In city without rules, is looting ever OK?

All looting is directly connected to a lack of foresight and emerg. preparedness for a situation such as this. Everyone knew the city was below sea level and also what a hurricane is capable of. I think people looting for their survival is the only viable alternative. Aid is coming far too slow for the survivors. It was bound to happen. They need to keep a realistic view there because of the degree of devestation.
I think the authorities should be on the watch for violent crimes but classify looting as emerg. relief.

I think that any looting done is the direct result of the governments lack of foresight for a situation such as this. Everyone knew the city was below sea level and also what a hurricane is capable of. I think people looting for their survival is the only viable alternative.
