The best quote I've seen in recent days popped up in a Seattle Weekly story about the controversy and confusion surrounding party-line ballots for the Sept. 14 primary election in Washington state. UW professor communications John Gastil offers this explanation for why the new system will generate a lot of "spoiled" ballots: "The reason people go to college is so they can have the arrogance not to read instructions."
