It's a head tax on kids
So it's come to this. While Seattle schools are cutting staff and 90 of 198 Oregon school districts are shortening their school years to cope with high costs and lowered revenues, suburbs near the nation's capital are taking more drastic measures.
In Falls Church, Va., one condominium developer has to pay $15,000 a year for each child who moves in, above a cap of eight. The city also limits how many bedrooms units in the condo can have, another way to keep children out.
